Request for Expression of Interest
Development of Students’ Halls of Residence and Staff Accommodations
The University of Health and Allied Sciences (UHAS) was established by an Act of Parliament (ACT 828 of December 2011) as a public university in Ghana. The main campus including the central administration is in Ho. A second campus is located in Hohoe. The University of Health and Allied Sciences seeks to be a pre-eminent research and practically orientated health educational.
The University of Health and Allied Sciences comprises of eight (8) Schools: Basic and Biomedical Sciences, Medicine, Nursing and Midwifery, Allied Health Sciences, Public Health, Pharmacy, Dentistry and Sports & Exercise Medicine and three (3) Institutes: Health Research, Traditional & Alternative Medicine and Medical Education.
2.0 ASSIGNMENT BACKGROUND
The University currently has the capacity to admit more students but inadequate Students’ Halls of Residence and Staff Accommodations remains a critical challenge.
The University of Health and Allied Sciences (UHAS) has 702acres and 907 acres of Land demarcated at the Ho and Hohoe campuses respectively for the provision of Students’ Halls of Residence and Staff Accommodations. The university currently has a student and staff population of 4,500 and 800 respectively.
The University is inviting prospective investors (Individuals, Banks, corporate organisations etc.) with proven capacity for the development of infrastructure projects such as Students’ Halls of Residence and Staff Accommodations under various Public Private Partnership arrangement as per the terms and conditions to be laid down in the contractual arrangement with University on a Built Operate Transfer (BOT) basis to express interest.
The portfolio of the potential projects includes the following List of Projects:

This invitation does not constitute a commitment on the part of the University of Health and Allied Sciences to enter into a project development agreement with any organisation or consortium expressing interest.
3.0 THE EXPRESSION OF INTEREST
A company or firm will be selected in accordance with the procedures set out by the National PPP Policy and the Public Procurement Act 2003 (Act 663) (Amendment) ACT, 2016 (ACT 914). Only shortlisted Companies/Firms will be contacted.
REQUIREMENTS FOR EXPRESSION OF INTEREST
3.1 Background and Experience:
Eligible investors must submit Expression of Interest indicating and include the following documents:
o Business registration particulars including Certificate of Incorporation, and to Commence Business
o Valid business license, National Insurance Clearance Certificate and Tax Clearance Certificates
o Value Added Tax (VAT) Certificate
o Clear description of funding structure including:
- Economic and Financial standing
- Estimate of Return on Investment (ROI) target
- Details of Institution providing financial underwriting services
3.2 Technical and Professional Ability:
o Outline the capacity and experience to undertake this assignment.
o Evidence of previous engagement in similar assignments (Include a list and summary of similar projects and provide reference for each assignment)
o Clearly explain previous experience, in regards to whether previous working role was:
- A Contractor, in their own right, implementing the project
- A partner with another organisation or
- As an entity representing the experience of the funding institution rather than the applicants organisation itself
- Demonstrate the applicant’s proven capabilities towards core aspects of the assignment
- Explain whether the applicant intends to subcontract all or part of the services under this Assignment, which parts are intended to be subcontracted, and the justification for subcontracting.
3.3 Language of the EOI
All documents shall be prepared and submitted in English
4.0 SUBMISSION OF EXPRESSION OF INTEREST
The EOI must be delivered to the Procurement and Supply Unit of the University at or before 5:00pm on Friday, 30th April, 2018. The EOI should be submitted in One (1) Original labelled “Original” and Two (2) photocopies labelled “Copy Number 1” and “Copy Number 2”. The original and two copies should be collectively wrapped and sealed and clearly marked (with the specific project):
